On 7 September 2025, S.L. 646.27 Health and Safety at Work (Minimum Health and Safety Requirements for Work at Construction Sites) Regulations came into force, establishing a comprehensive framework that clarifies responsibilities, elevates industry standards, and strengthens accountability across the construction sector. The Occupational Health and Safety Authority (OHSA) has developed these regulations to reinforce existing frameworks under the Health and Safety at Work Act (Chapter 646).

The new regulations apply universally to construction sites, encompassing excavation, earthworks, construction, assembly and disassembly of prefabricated elements, conversion, fitting-out, alterations, renovation, restoration, repairs, dismantling, demolition, maintenance (including painting and cleaning), and drainage works. This comprehensive framework covers the complete construction project lifecycle - from initial design and preparation through execution to final completion.
